Barn conversion controversy

Earlier this month the Government revealed proposals to make barn conversion in rural areas easier. They are proposing to give landowners the ability to convert barns into housing without having to get planning permission. However, there has been some controversy and backlash to the plan. A change to development rights

Architects LondonThe proposal is to change the permitted development rights in National Parks and Conservation areas across England. As a result, the landowners would have more freedom to do conversions. They would not need to apply for permission for projects.

The idea here is to make it easier to create more housing in these areas. In turn the Government believe it would help to protect the long term viability of the local communities. In addition, it would stimulate the vitality of the locations.

Backlash

However, there are lots of concerns about what would happen if the Government presses ahead with the change. One worry is that it could lead to a swathe of poor quality developments that could actually be damaging to the local environments.

There are also concerns about the housing the barn conversions would create. The major worry is it would not be sustainable or affordable. Many of the barns will be in sensitive locations, potentially with no existing connections to utilities and outside of current amenities.

Gavin Parker, the chair of the New Forest National Park Authority had concerns about changes to PDRs overruling existing planning policies. He also said the move would undermine the local economy in each area.

A spokesperson for National Parks England was critical of the plans too. Their concern is that the move risks eroding the beauty and identity of the parks. It would also reduce their power to protect the special character of the landscape.

Finally, the National Trust was against the plan. While they understand the pressure to provide more housing, they believe this proposal would not be the right step to take. It would open the door for unrestricted and unplanned development in the areas.
