We’ve been waiting for final approval of the UK planning and infrastructure bill for several months now. It could have a seismic impact on numerous crucial topics, including new housing projects and infrastructure. As top architects in London, we’re keeping a close eye on progress and changes. This includes a recent call for some final amendments. Let’s have closer look at them here.
Big changes
The whole idea of the planning and infrastructure bill is to allow more large scale projects to get underway. In many cases they face huge delays because of red tape, admin, and opposition. This can lead to huge problems, including projects being blocked entirely. In fact, the estimate is over 900 major developments have been held up by local councils in 2025 alone.
Some of the most interesting new amendments aim to stop councils refusing planning permission. A key one is making it easier to issue “holding directions”. This will prevent refusal while the government decides on whether to over-rule the council’s decision. The move could shave months off the planning process.
Another notable amendment is a move to prevent timing out of planning permissions for large housing projects. A long judicial review can sadly kill off projects simply because it takes too long. The change to the bill would prevent this, helping to boost the supply of homes.
Nature

While we can all agree nature is important, it can cause big delays with developments, including housing and infrastructure. Some of the amendments will aim to reduce barriers. Crucially, it will ensure that Natural England can use their discretion to decide when they need to respond to queries relating to nature. This is instead of them having to take the time to consider every query.
What next?
The planning and infrastructure bill has been making its way through parliament, including readings, a committee stage, and a report stage in the Commons, plus several stages in the Lords. We’re currently waiting for the reporting and third reading in the Lords. Then, there will be a final round of consideration and potential amendments before Royal Assent.
