Did you know that the first National Planning Policy Framework (NPPF) for England was published in 2012? At the time the goal was to consolidate dozens of documents into a single policy. Housing importance
Going back to the first NPPF, delivering housing was actually surprisingly deep in the document (Chapter 6). Since then it has become the single most important topic. Not surprisingly it is now one of the main focuses of the policy, making boosting supply a priority to account for the housing shortage.
One of the most significant changes in the NPPF to boost housing is the fact projects close to transport hubs will get an “automatic yes”. As a result, there is hope it could speed up the delivery of new homes near stations. The goal is to ensure thousands of new homes are well connected to jobs, schools, and essential services.
The NPPF also introduces requirements for density and accessibility. It specifies new developments should be a minimum of 35 dwellings per hectare (dph). Projects should increase density unless there are clear reasons to justify not doing so. Plus, the policy states at least 40% of homes on major developments must be accessible. Rural and suburban developments
Additionally, the NPPF now includes national criteria for building homes outside of settlement boundaries in England. It could open the door for more developments in towns and villages. Crucially, it means proposals could get permission in principle to say whether they are suitable for housing.
A key thing here is projects are more likely to get permission in principle if there is evidence they would satisfy an unmet need. So, this could be key things like housing for older people and community-led projects. Suddenly, it is worth having a look at different sites all across England, including fields and paddocks on the edges of towns and villages, even if proposals have been rejected in the past.
Other key details
The NPPF also includes many other significant policies. For example, there are rules to protect pubs and music venues. Plus, there are policies for mitigating and adapting to climate change. One to consider is how to ensure land is used effectively, including providing more support for things like airspace extensions. Projects must ensure they are consistent with the streetscapes though.
